Mark Raymond

Mark Raymond, chief information officer (CIO) for the State of Connecticut, has been a member of the State leadership team since 2011.  Appointed as CIO by Governor Malloy and Governor Lamont, Raymond oversees the Department of Administrative Services’ Bureau of Information Technology Solutions, which includes responsibilities for the state’s executive-branch technology.

Raymond launched Connecticut’s Digital Government effort, which makes it easier for residents to access and use government services.  During his tenure, state government embraced new technology at scale while responsibly managing spending; increased sharing of technology solutions across government; developed a culture of empowered employees; and improved the security and availability of state systems.

Prior to state service, Raymond worked for 21 years in the technology consulting industry, supporting state, local and federal clients specializing in large-project implementation, technical architectures, shared services, finance, payroll, human resources, budgeting, procurement, human services, revenue, and transportation. He chairs the Commission for Education Technology, and serves as a director on the board of the Connecticut Health Information Exchange, where he chairs the Security, Privacy and Confidentiality Committee.

A native of Connecticut, Raymond graduated from the University of Connecticut with a degree in computer science and engineering.  He lives in Glastonbury, Conn., with his wife, Gina.
