Raymond V. Petniunas

Raymond V. Petniunas “Ray” is a renowned electrical engineering professional representing utilities, commissions, and agencies of the U.S. Government in rate and regulatory practices. Petniunas has made outstanding contributions to the development and utilization of the electric power rate and regulatory policies throughout the United States, Canada, and especially in Washington, D.C. He graduated from the University of Connecticut with a B.S. in Electrical Engineering in 1967 and holds a Master of Engineering Administration Degree from The George Washington University.

In 1967, Ray entered the Army, where he achieved the rank of captain and served in Vietnam as a communications officer. After serving three-and-a-half years in the Army, he entered the field of electrical engineering in the private sector. From 1972 until 1981, Petniunas served as a consultant and utility system planner expanding utility systems for the Cleveland Electric Illuminating Company (CEI) and the Potomac Electric Power Company (PEPCO). He then became manager of PEPCO’s Rate and Regulatory Department, which started his career in rates and regulation.

In 1981, he founded the consulting firm Utility Resource Consulting, Incorporated. As head of Utility Resource Consulting, Petniunas performed rate and regulatory professional services for electric, gas, telecommunications, and water/sewer utility functions. He also worked towards providing deregulatory processes needed for setting electric power rates and regulatory policies within the greater District of Columbia area before the Federal Energy Regulatory Commission. During that time, he provided consulting expertise to the Edison Electric Institute and several utilities throughout the U.S. and Canada.

Petniunas is a life member of the Institute of the Electrical and Electronics Engineers (IEEE), and is a former member of the American Society of Cost Engineers (ASCE), American Society of Appraisers (ASA), CIGRE, Washington Society of Engineers (WSE) and the American Society of Heating Refrigeration and Air Conditioning Engineers (ASHRAE).
