Robert Moore devoted a 44-year career to environmental stewardship, making lasting contributions to environmental quality in Connecticut and beyond. His public service includes 28 years with the Connecticut Department of Environmental Protection (CT DEP) and its predecessor agency, where he rose to Deputy Commissioner. Additionally, he served 10 years as Adjunct Assistant Professor at the University of New Haven evening division, 5 years as Senior Associate at Malcolm Pirnie, Inc., and 11 years as Chief Administrative Officer of the Metropolitan District Commission (MDC) in Hartford.

Moore played a central role in shaping and managing Connecticut’s environmental policy and programs, including the development of an environmental justice program, groundwater management program, brownfields redevelopment, Superfund implementation, and water diversion. He established the State Clean Water Fund, which has financed more than $1.5 billion in wastewater infrastructure improvements.

At the MDC, Moore led the development of a $2.1 billion combined sewer overflow program and a $2.5 billion drinking water program, while overseeing water, sewer, park, and watershed operations across more than 30,000 acres.

Moore’s expertise extended nationally and internationally through consulting work, advisory roles, and leadership on numerous environmental boards and commissions, including UConn’s former Civil & Environmental Engineering Department. His many honors include the EPA Lifetime Merit Award, the Governor’s Distinguished Manager Award, and the Water Environment Federation Public Officials Award. He has also remained deeply committed to civic service, education, and community leadership.
